The 1966 International Convention on Load Lines (ICLL) is administered by the International Maritime Organization, and sets out detailedregulations on the assignment of the freeboard (the vertical distance between the top of the hull and the waterline) and the specific limitations to which different types of ships may be loaded.

Quality of the publication at your link is better, but unfortunately it is old and not updated publication...
The book at my torrent has been updated with Supplements Dec.2013, Dec.2014 & Jan.2016.
