Description: Like its predecessors, the New Worldwide Tanker Nominal Freight Scale
(Worldscale) is intended merely as a standard of reference to assist
subscribers to conduct business.
It includes a number of "Terms and Conditions", which are set out in Part B
of the Preamble.
Any additional "Terms and Conditions" applying to a particular port or
trans-shipment area, which is not mentioned in Part D of the Preamble, will
be stated when quoting the requested rate for the voyage in question.
Contracting parties are free to vary the "Terms and Conditions" as they see
fit.
“The freight for a given ship and voyage is normally expressed in a percentage of the published rate and is supposed to reflect the freight market demand at the time of fixing. The world scale is set for each year and for all tanker shipping routes in the world. It represents the cost of transporting of crude oil per ton deadweight, in US dollars for each of shipping route from loading port to discharging port. The characteristic of standard ship used for world scale is 75,000 metric ton (Aframax) deadweight tanker; with performance speed of 14.5 knot consumed 55 metric tons per day of fuel oil 380 cst per day at sea and 5 metric tons at port. With 72 hours lay time, plus 12 hours taken in account the other factors, such as port charges and difficulties of access to the ports. The world scale is updated annually to reflect the changes occurred in bunker prices, currency fluctuations and changes in port cost and canal dues” (source: World scale). World scale is freight rate method internationally accepted by tanker industry and freight market. The way to use the world scale is by taking the flat rate as world scale 100 (WS100). When the world scale is WS45, as an example, the transportation cost is reduced to 45 percent of the flat rate alternatively, if it is WS135, then the freight is 35 percent directly above the flat rate..

Hello all.
I would like to intervene here, if I may, to point out for the sake of the prospective downloader of the present release (who may wrongfully think that this release includes the whole document), that this is not the whole Worldscale book.
The total Worldscale book, which usually consists of something like 500 pages totally, is available only under subscription from the issuing organization (which is stated on the first page of this release), in hard copies and in an electronic form.
This release includes the one-fifth of the whole book. The rest four-fifths of the book that are not included in this release, present, in an alphabetic order, the flat-worldscale rate from any port of the world to all usual port destinations. Now, if for any reason, you, as a subscriber to the issuing organization, are interested in the flat wordscale rate over a route which is not included in the book, the issuing organization can quote it for you, but only if you are a subscriber of theirs.
