Description: These Guidelines for implementing the welfare aspects of the Maritime Labour Convention (MLC), 2006 as
amended, henceforth referred to in this document as the MLC were produced by representatives of both
seafarers and shipowners, and coordinated by the International Transport Workers’ Federation (ITF) and the
International Chamber of Shipping (ICS).
Each country may have its own laws and policies relating to the implementation of welfare provisions. The
Member State’s competent authorities may wish to adapt these Guidelines to fit their current practices.
These Guidelines are designed to provide practical assistance to governments in drafting their own national
guidelines. It is hoped that they will also contribute to the welfare and morale of seafarers.
