Progress has continued towards greater market liberalisation, but the balance of power has shifted. However, the nature and identity of the participants is changing. The collapse of Enron forced everybody to re-evaluate the role of trading in their business and many have scaled back their activities. At the same time, mergers and acquisitions are restructuring the corporate landscape, creating big new multinational utility companies with different priorities. Nevertheless, trading is here to stay - even if it no longer leads the way - and the opening up of the European gas and electricity markets continues to foster the development of new market structures wherever they are needed.
