Norman Polmar is an analyst, historian, and author specialising in naval and strategic issues. He has served as a consultant to three Secretaries of the Navy, three members of the U.S. Senate, one member of the House of Representatives, and the Director of the Los Alamos National Laboratory as well as to the Deputy Counsellor of President Reagan. He also served from 1982 to 1986 as a member of the Secretary of the Navy's Research Advisory Committee (NRAC).
