Description: Marine meteorological observations on the oceans which cover 70% of the globe are
indispensable for analyses, forecasts and/or warnings of weather and ocean waves, even
though remote sensing technologies based on meteorological satellites and weather radars
have developed considerably. Actually, more and more precise meteorological observations on
board ships are now required for initial values of numerical weather prediction according with
its recent remarkable advance.
Besides, observations on board ships are also contributing to the study in the mechanism of
climate variability, to the monitoring of climate change through statistical analysis and to the
development of the climate prediction model, in response to increasingly important issues on
climate change such as global warming.
Considering these significant roles of marine meteorological observations, the Japan
Meteorological Agency (JMA) is recruiting and encouraging merchant ships for weather
observations and their reporting, in accordance with the policy and procedure of the World
Meteorological Organization (WMO), of which the JMA is a member. Reported observations
are utilized worldwide through the international meteorological telecommunication network.
First English edition of this guide was prepared in 1996 to describe the methods and
procedures of marine meteorological observations on board ships for English speaking
mariners. New instruments and software for marine meteorological observations and weather
reports have been developed, and put in practical use during these 10 years. This revised
edition includes such recent developments.
I would like to take this occasion to express our deep appreciation for all the efforts you
have been making for weather observation and reporting. Your further cooperation would be
highly grateful.

As you are well aware, the navigation of ships is greatly affected by the weather. The
methodology of weather observation has been developed along with that of navigation.
Weather forecasting could find its historical origin in providing information for the safe
navigation of ships. In fact, the commencement of the storm warning in France (1856) followed
an incident where allied fleets of UK and France gathering off Sevastopol were suddenly
attacked by a severe storm and a lot of French fleets sank (14 November 1854) during the
Crimean War.
Observing weather on board a ship is not only beneficial for its own security but also for the
safety of navigating ships in general through weather forecasts or storm warnings, which are
issued based upon all the available weather reports gathered by meteorological services. These
forecasts or warnings are also contributing to the prevention and reduction of meteorological
disasters affecting industries, transport systems, civil lives or various other activities on land.
