tushky7, its from DNV so cant exactly be a fake. DNV GL is an international accredited registrar and classification society. On 1 January 2020 – SOLAS amendments, amendments to Codes are expected to come in force. This publication might be incorporating those amendments. Use it only for Reference. definitely this is not the official imo book but it contains the text which will be included in the next solas version its for reference only. Did not want to create panic dats y posted it here in hidden section
Watermark of DNV-GL can be made by any computer user, which is able to work with PDF editor, so that is not a proof of original edition. But I do not remember the place, but I already saw the info about preleminary copy which is already exists. Of course it is still not the final edition and a lot of points will be changed later. So that is very possible that IMO gave the rough copy of new SOLAS for beta test to DNV-GL (as well as for others class authorities).
