Description: A risk-based approach has been used to determine the scope of the Polar Code and Goal-Based
Standards (GBS) have been used as the framework for regulations. GBS are comprised of at least one
goal, functional requirements associated with that goal, and verification of conformity that regulations
meet the functional requirements including the goals.
A list of hazards related to ship operations in polar waters were identified as a basis for developing the
goals and functional requirements in the Polar Code. These hazards are listed in the Introduction of the
Polar Code. They represent a minimum list of hazards for Polar Ships, other than the shipping hazards
typically encountered by SOLAS ships.
