Even if both vessels were seriously damaged, there was no injury or pollution. The collision occurred in darkness, dense fog and reduced visibility, and in an area of heavy shipping traffic. This investigation, carried out with no intent of determine liability or blaming anyone, but with the objective to prevent future accidents, produced a recommendation to the Spanish Government to review VTS procedures in the approaches to Algeciras, and a recommendation to the Maritime and Coastguard Agency to propose a review to the navigation status descriptor fields used in the automatic identification system (AIS).
