This investigation, carried out with no intent of determine liability or blaming anyone, but with the objective to prevent future accidents, produced a recommendation to the Spanish Government to review VTS procedures in the approaches to Algeciras, and a recommendation to the Maritime and Coastguard Agency to propose a review to the navigation status descriptor fields used in the automatic identification system (AIS).
