By the end of November, 1941, events in the Pacific were at a critical stage. Convinced that the Japanese were about to strike, Washington sent out war warnings to its Pacific outposts, including Hawaii. But the message was somewhat confusing and incomplete, for the American commanders at Pearl Harbor, Admiral Kimmel and General Short, failed to grasp its significance. Instead of increasing patrols, Kimmel continued his training program. Instead of preparing to defend the fleet from a possible sea and/or air attack, Short guarded against sabotage. What part of "war warning" did these men not understand?
Japan was preparing itself for war while, on the surface, going through the motions of negotiating with the Americans. Japanese spies were providing Tokyo with ship movements. Tokyo was flooding the airwaves with messages designed to confuse American radio operators, and the Japanese fleet was well on its way toward Pearl Harbor.
The American commanders thought themselves safe from attack. Kimmel believed that torpedoes couldn't be used in the shallow depths of Pearl Harbor. He was proven wrong. Short, convinced to a fault that sabotage was the primary concern, ordered his aircraft parked wingtip to wingtip. On December 7th, Hawaii slept. The Japanese attacked.
"Countdown to Pearl Harbor" offers an insight leading up to the fateful attack. Concentrating on the last few days of peace, author Steve Twomey describes the "war warning" message of November 27th as well as the Japanese "bomb plot" message which broke Pearl Harbor into various grids. The fateful errors of Kimmel and Short are described, as well as mistakes made in Washington. All these events led to a perfect storm for Japan on December 7th.
I recommend this very good book. It does a fine job of describing the last few days of peace between Japan and the United States.
