When designing a policy and procedures in relation to the control of drugs and alcohol, legal and other medical professional advice should be sought on the specific circumstances, including a review of legal authority in the country or jurisdiction where workplace drug and/or alcohol testing may take place. These guidelines do not replace or supersede Flag State, local, regional, or national laws and/or regulations related to this topic. If these guidelines conflict with such laws and/or regulations, those laws shall take precedence. This does not preclude a company from having a stricter drug and alcohol policy and/or standard than required by law. These guidelines replace OCIMF’s Guidelines for the Control of Drugs and Alcohol Onboard Ship (first edition, 1995). The second edition was withdrawn in 2020. The scope of this paper has been expanded to cover ships, barges, terminals and the offshore industry. There is new information on sampling and testing methods and details of substances to be tested. A human factors lens has been applied throughout the document.
