INT stands for International . 1 stands for Symbols, Abbreviations and Terms used on Charts. So 'INT 1'
Provides the chart user with a key to symbols, abbreviations and terms used on charts compiled in accordance with the "Chart Specifications of the IHO". English, French and Spanish versions are the main translations of 'INT 1' available for member states.
In addition to the above it is outdated and of no use.
Following from IHO Site
S-4 REGULATIONS OF THE IHO FOR INTERNATIONAL (INT) CHARTS AND CHART SPECIFICATIONS OF THE IHO (PLUS INT 1, INT 2, INT 3) (Formerly M-4) / REGLEMENT DE L'OHI POUR LES CARTES INTERNATIONALES (INT) ET SPECIFICATIONS DE L'OHI POUR LES CARTES MARINES (Y COMPRIS INT 1, INT 2, INT 3) (anciennement M-4)
This publication includes chart specifications for compiling nautical charts, together with agreed symbols and abbreviations adopted for general use by Member States. It also provides Regulations for INT Charts. S-4 is supplemented by 3 publications INT 1, INT 2 and INT 3, which are described below. Each supplement (INT 1, INT 2 or INT 3) separately:
Publication INT 1 - Symbols, Abbreviations and Terms used on Charts. Provides the chart user with a key to symbols, abbreviations and terms used on charts compiled in accordance with the "Chart Specifications of the IHO". English, French and Spanish versions.
Publication INT 2 - Borders, Graduations, Grids and Linear Scales. Shows specimens of the various patterns of border graduation and linear scales. Bilingual English/French.
Publication INT 3 - Use of Symbols and Abbreviations. A standard reference chart of a fictitious area with as many examples as possible of the use of these Specifications. English only.
