Loading, doching and subjecting of cargoes is one of the most important factors in preparing a ship for a safe voyage. Cargos such as deck wood and bulk grain or concentrates present high risks due to their tendency to move easily and some of their chemical properties. In Canada, these cargos are frequently exported and represent a significant volume of Canadian exports. A mandatory inspection program was implemented under the CFOC for ships loading these cargos at Canadian ports, following a series of major maritime accidents involving ships leaving Canada in the 1990s. The inspection leads to the issuance of a ready-to-load ship certificate (RTL) and a certificate of fitness for transport (FTP) for compliant ships, or a written declaration giving notice of default for non-compliant ships. The objective of this program is to minimize risks to the ship, crew, cargo and the environment.
